Martins Ferry City Council Special Meeting Minutes of July 20, 2023

The Martins Ferry City Council met in Special Session on Thursday, July 20, 2023, at 10:00 a.m., at the Donald Myers Council Chambers. This meeting was called to discuss legislation, specifically to hear the second reading of an Ordinance.

The meeting was called to order by Council President Kristine Davis with the Pledge of Allegiance recited by those present in chamber. Answering Roll Call were Bob Hunker, First Ward Council Member, Bruce Shrodes, Second Ward Council Member; Suzanne Armstrong, Third Ward Council Member; Rick Rodgers, Fourth Ward Council Member; Tom Burns, James Agnew, and Jim Schramm, Council at Large Members.

This Ordinance was given a second reading.

An Ordinance Approving Amending Chapter 193, Income Tax Sections 193.03 And 193.04 Of The Administrative Code Of The City Of Martins Ferry, Ohio To Provide For Imposition Of Annual Income Tax Rate Of Two Percent (2.00%) Per Year On Income On Or After January 1, 2024 And Declaring An Emergency.

This Ordinance will go to a third reading.

A motion was made by Mr. Schramm and seconded by Mrs. Armstrong for Council to NOT bring in an ordinance to put the option of Electric Aggregation on the ballot at this time. A roll call vote was heard with Schramm, Hunker, Shrodes, Armstrong, Rodgers, Burns and Agnew voting yes. The motion was declared passed.

Motion was made by Mr. Shrodes and seconded by Mr. Schramm to adjourn. After an affirmative voice vote, the meeting was adjourned with a salute to the flag.

There will be a special Council Meeting on Friday, July 21, 2023 at 10:00 a.m.

Rent Our Facilities

Martins Ferry Recreation Center Rental Rates

Rental rates will be as follows:

A NON REFUNDABLE deposit will be requested to hold the date and time of any event, along with a signed agreement. Deposit is due at time of agreement signing.

All events in the dining room will need to conclude NO LATER than 10:00PM

All events in the gymnasium will need to conclude NO LATER than 11:00PM

Dining Room (downstairs, kitchen)
up to 50 people
Rectangle tables
4 hour rental…..Deposit amount due at signing is $75.00 Non refundable and comes off the total rental fee, this is to hold the date and time of the event.
$100.00 rental fee
TOTAL $175.00

Gym (birthday parties, wedding/baby shower)
Small gathering (max of 100 people)
6 round and numerous rectangle tables available
4 hour rental………Deposit amount due at signing $75.00 Non refundable and comes off of the total rental fee, this is to hold the date and time of the event.
$125.00 rental fee
TOTAL $200.00

Wedding Reception
large gathering (max of 300 people)
4-6 hour rental…………Deposit amount due at signing is $100.00 Non refundable and comes off the total rental fee, this is to hold the date and time of the event.
$350.00 rental fee

Gym rental for sports training (basketball, softball, etc.)
$30.00/hour for Non Martins Ferry organizations
$25.00/hour for Martins Ferry organizations

Batting Cages
$30.00/2 hours for Non Martins Ferry organizations
$25.00/2 hours for Martins Ferry organizations

Skating Parties *********

Rental fee is $25.00 per hour, which includes skates for a MAX of four (4) hours rental, and no more than 50 people. There is a contract that will need to be signed as well as 1/2 total rental fee at time of reservation, to hold the date and time of the event.

Larger organizations will need to contact the Utility office for rates.
